The Ministry of Railways (Railway Board) has issued advance details regarding the newly enacted Jan Vishwas (Amendment of Provisions) Act, 2026. The Act, which has officially received assent from the President of India, introduces significant updates to the Railways Act, 1989.

The primary goal of these amendments isn’t just about streamline enforcement, it is about refining penalty structures to deter nuisance, streamline operations, and ensure that every law-abiding passenger enjoys peace of mind during their journey and more comfortable journey for all passengers.

*Section 142* Travelling on a transferred ticket// Ticket will be confiscated + minimum Rs 500 additional charge

*Section 144* Hawking (unauthorized selling) or Begging// Penalty of Rs 2,000

*Section 145* Drunkenness, creating a nuisance, spitting, or using abusive language// Rs1,000 penalty; Repeat offences will
attract up to Rs5,000 penalty or imprisonment

*Section 147* Unauthorized entry into passenger areas (Trespassing)// Penalty of Rs500

*Section 155* Smoking inside railway premises or trains// Penalty of Rs2,000

*Section 162* Unauthorized male passengers entering ladies’ coaches or reserved seats// Penalty of Rs2,500

*Section 165* Carrying objectionable or dangerous goods// Minimum penalty of Rs10,000

*Section 166* General violations / disobeying railway rules// Rs2,000 for the first offence; Rs5,000 for repeat violations.

The revised fines are designed to discourage rule-breaking, reduce station clutter, and significantly upgrade the quality of the onboard experience.
